Welcome to Seguin’s Official Plan Review. While this review is mandated to occur every 10 years by Ontario’s Planning Act, it is an important opportunity for Council and Staff to engage with our community. Working with Skelton, Brumwell and Associates, it is our goal to provide many opportunities for everyone in the community to provide feedback on our existing Official Plan and suggest opportunities for improvement during this important review of our Official Plan. Given the current public health guidelines, we will be leveraging many types of technology to ensure that you and your communities of lake associations can provide input in a variety of ways that will continue to guarantee your health and safety.
The Official Plan is a policy guidance document which is intended to serve as the basis for making land use planning decisions and managing change in the Township of Seguin. It will contain goals, objectives and policies to manage and direct changes to the social, economic and natural environment of Seguin. The Official Plan, combined with the 2019 - 2022 Strategic Plan, must ensure that Seguin is an environmental leader, provides and exceptional community experience while enabling community prosperity.
Most importantly, the Official Plan is a comprehensive policy document that applies to all land within the Township of Seguin. It is not intended to be “law” but rather a road map that will influence how Seguin is to continue to prosper in the coming years.
This is your opportunity to communicate your thoughts on how you want to see Seguin develop over the coming years. For lake associations, we will be depending on you to communicate with all of your members to ensure that you represent all of your members. We look forward to hearing from many of you!

What is the Official Plan?
An Official Plan is a municipal policy document that guides decisions on land use and development. It sets out the vision, goals, and objectives for the municipality, and provides broad direction on matters such as growth management, infrastructure, protecting natural resources, employment lands, housing, natural hazards, parks, and the public realm. The Township’s Official Plan must be consistent with the Provincial Policy Statement and other provincial plans and strategies. The Official Plan outlines land use designations and policies, and maps out a land use structure across the Township.
Why is it being updated?
The Planning Act requires municipalities to update existing Official Plans every ten years to ensure that they conform to, and do not conflict with, provincial plans and (in some cases) upper-tier municipal policies. The Seguin Official Plan was implemented by Council in October 2006. On July 1, 2010, the Minister of Municipal Affairs and Housing delegated approval authority for Official Plan Amendments. Since then there have been nine (9) amendments to it. One such amendment consisted of a five year review which was undertaken in 2014. The 2014 Review was done to ensure consistency with the Provincial Policy Statement and the Planning Act as well as to resolve some outstanding issues which were widely viewed as a constraint to on-going rural area and shoreline development. The Seguin Official Plan is currently its Five Year lifecycle and the municipality is looking to review the Plan’s policy framework for the next five years through to 2025.

The main purpose of these discussion papers is to: 1. Provide general information about: a. Provincial Policy (referencing Provincial Policy Statement 2020) b. Policy applicable in the Seguin’s Current Official Plan 2. Official Plan Amendments
Amendments to the Official Plan are sometimes necessary when the Plan does not contain policies that address new Provincial and Regional policy directions, local issues and opportunities or specific development proposals. In these cases, the Official Plan can be altered through an Official Plan Amendment (OPA) process. The OPA process allows for amendments to the Plan to be evaluated and to be presented to the public before changes are approved by Council.
