Please note: The Ontario Building Code is the standard for the Township of Seguin. In addition, certain local controls have been adopted to ensure the orderly development of the Municipality.
NOTE: IT IS ILLEGAL
To begin construction before a Building Permit has been issued by the Municipality. Violations are subject to prosecution.
Permits are required for:
1) Any building over 10 sq.m (108 sq.ft) or any additions to these including docks and boathouses.
2) Any dwelling unit or addition
3) Any material or structure change.
4) Any wood burning appliance or chimney.
5) Any plumbing or building with plumbing in it.
6) Change of use of structure.
- The application must have written authorization from the owner or the owner must sign the application.
- The application must be complete, including Schedule 1 designer information filled out or it will be returned.
- The principal building must be constructed before any accessory buildings.

Building Permit Requirements
If all the required information is correct and submitted with your Building Permit Application you may receive a Building Permit within 10 working days from the day after the application was submitted. If you are unable to provide adequate drawings and site plan information, as a homeowner it is suggested that you seek professional assistance.
The following are required:
1) Proof of ownership for the property being developed.
2) A Septic Permit for the future septic system. If the structure will be a dwelling or sleeping cabin or an addition that will create bedrooms, or add fixture units or floor area. For further information contact the North Bay Mattawa Conservation Authority at (705) 746-7566.
3) Written approval from the Township Public Works Superintendent, if a new entrance to the property from a Township Road, is necessary.
4) A building permit from the Ministry of Transportation, if the proposed new building is within the jurisdiction of a provincial highway or transportation corridor.
5) Compliance with the Zoning By-law for restrictions and requirements (setbacks, etc.).
6) Ministry of Natural Resources or Department of Fisheries and Oceans approval may be necessary for docks or boathouses.
7) Be sure to read the Zoning By-law, located on this web site to comply with the Zoning requirements within the Township of Seguin. If you are located on waterfront, a lot coverage calculation must be submitted with your building permit application. (Lot coverage calculation help sheet pdf)
Two copies of the following must be submitted:
1) A Site Plan showing dimensions of lot, and the setbacks of all buildings from the front, rear and side borderlines. Sample Site Plan (pdf).
2) A Floor Plan showing locations and dimensions of rooms (smoke & carbon monoxide detectors locations must be shown).
3) A Foundation Plan, show projections of footings, sizes of footings, blocks and/or the size of poured foundations, sizes of beams, piers, location of stairs, laundry tubs and drainage. Fireplaces and chimneys require a typical detail.
4) A Cross Section showing all materials used from footings to gable roof. (Masonry blocks, floor joists and spans, floors, studs, ceiling joists, windows and lintels, rafters or trusses, roof sheetings).
5) A Roof Plan, show the layout of the roof system.
6) Manufacturer's Specifications and details for items such as wood stoves, fireplaces, engineered system etc.
7) Building Elevations, including the grade levels.
8) Electrical Drawings, showing smoke and carbon monoxide detectors.
9) Heating Ventilation and Air Conditioning drawings, with heat gain/heat loss calculations.
10) Plumbing Drawings, including drainage elevations.
11) Documentation and Approvals, showing compliance with all other applicable law.
PERMIT FEES
Inspection Procedures
During the course of construction, the Building Department must be contacted for inspections, within 2 business days notice, upon the completion of each phase of construction.
Building Plans and Building Permit must be on site as per Division C Part 1 Sentence 1.3.2.1 (1) and Clause 1.3.2.2 (1)(a) of the Ontario Building Code (OBC). Please ensure these documents are on site so the inspection can take place. If they are not the inspection is not able to take place.
A list of required inspections is provided in the Building Permit Package which can be requested by telephone, as follows:
1) Excavation for footings and when the footings are formed, but prior to the pouring of concrete.
2) Prior to the pouring of an ICF wall.
3) After footings are poured, before backfilling. Anchor bolts and drainage must be in place.
4) Upon completion of framing and roof and the installation of services; including wiring, ductwork and plumbing.
5) Upon completion of insulation and vapour barrier but before covering.
6) When ready for occupancy but prior to being inhabited, all safety features must be in place, including detectors and railings.
